if a person has a power of attorney can they change the beneficiary on a life insurance policy while being terminally ill with out the power of attorney being present.

In Maryland this depends on the type of power of attorney.
A durable power of attorney with general power or a power specific
to the transaction will permit a terminally ill individual to
change a beneficiary on a life insurance policy. This may or may not be
the case in another state. Contact an attorney should you need assistance.
There, however, may be limitations within the insurance policy itself. Should
this situation arise I strongly suggest that you contact an attorney.
