Private or commercial car insurance for business deliveries?
In a business which employs delivery drivers using private vehicles, are the
drivers required to have commercial auto insurance and, if so, are the
employers required to enforce it?

Your drivers are required by law to have private auto insurance. You would be foolish not to have your own commercial insurance policy that specifically covers this situation. Ask an insurance agent.
