a runaway vehicle hit my house
the insurance company is saying that I have overestimated my damages and will need to file a claim with my home owners insurance for a liability claim

Hard to say without even knowing what kind of damages you're referring to and their estimated extent, but in any case you likely would be well advised to take the matter up with an attorney who is experienced and knowledgeable regarding these kinds of insurance claims.
