Legal Question in Employment Law in Virginia

I am a 1099 Consultant to a Government Contractor providing Cost Estimation and Acquisition Support services. This past month I billed 194 hours in a month that had 22 working days, which averages 8.8 hours a day. I worked only 21 days, so according to my client, I billed 9.2 hours per day. They want to approve my invoice with 4 fewer hours, which is a partial payment. Under the terms of my contract with them, I can bill 45 hours a week. Can they legally pay me for less work than I performed? What recourse do I have?

Sue 'em in civil court if they continue to refuse to pay after you've

taken up the matter with HR and whoever else there is who might have

some influence on the matter.
