Legal Question in Employment Law in Virginia

24 hour 7 days a week availability

My manager requires me (paid hourly) to now be available 24 hours 7 days a week in case of network issues. I am a full time hourly employee of the company. Is my employer required to compensate me inorder for me to maintain my availibility for emergencies even if an emergency does not take place?
