8n the commonwealth of Virginia can a employer "require or mandate" you to work overtime?

Yes, of course, unless you're working pursuant to a valid contract of

employment which exempts you from such a requirement. (The Commonwealth is, after all, what is known as an employment at will jurisdiction.)
