Background Checks for Possible Employment

Is it legal for me to demand waiting to submit to a background check until after an offer of employment has been extended (Contingent upon the outcome of the investigation)?

Also, on the bottom of the release form it states that if I am in Minnesota, California, or Oklahoma that I can request a copy of the report, but can I legally demand a copy of the material that they collect even though I'm a resident of VA?

Of course, you can make whatever demands you wish in regard to these issues; however, whether your prospective employer will accede to these demands is quite a different matter and, additionally, whether these demands might adversely affect your overall chances for a job might also be worthy of your consideration.
