Legal Question in Employment Law in Virginia

began a job in the fall of 2015. I am still employed by the same non profit agency as an at will employee. Here is the timeline of my work:

November 2015 Began part time with 20 hours weekly

January 2017 Began full time with 40 hours for approximately a month; Then told not enough students/club members to support full time; sent back to part time with 32 hours weekly

June 2017 Began full time again with 40 hours for two weeks; told program I manage was being halted until extra training could be provided. Sent back to part time with now 29.5 hours weekly

Told that in fall (August), I'd go back to full time.

My question is this: Although I am an at will contractor, can my vacation be taken and given at will also. I received holiday pay for Memorial Day, but now won't receive it for July 4th. At full time, I would have received a week of vacation, but now as part time, I won't. Help me understand my rights. Do I still qualify for vacation and holiday pay as I get jerked back and forth from part time to full time?

No, you do not as there is no requirement under Virginia law that employers in the Commonwealth provide employees with vacation and holiday pay nor for that matter even sick leave pay.
