Breach of Confidentiality

I am outside consultant work through a company on government projets. I have a signed confidentiality agreement that also covers salary. The next contract is coming due and another contractor approached me with information about my current salary and what my next compensation will be. He is not the owner, representative or agent for the old or new contract. There are a lot of underling issues but this contractor has reduced my compensation to 2/3 of my previous contract. He should not know what I make or be able to make judgements about my new contract based upon the old one. How did he get a copy? Do I have some kind of breach of contract suit here? this is a Virginia based company, and I am a VA based contractor working in the middle east.
