Legal Question in Employment Law in Virginia

in a bus drivers manual it states

the director of transportation services or designee may make a change in assignment or scheduled work hours, as may be required. if the length of the run/trip is reduced, the supervisor shall attempt to provide work so that the driver has no reduction in scheduled work hours. The employee may be requested by the supervisor to accept an additional or different assignment to bring the hours worked to, or in excess of, the current hours, if a driver or attendent chooses to give up a run/trip of equal assigned hours. drivers whose hours are changed will be notified in writing. there are no guarantees that the scheduled hours worked will remain the same all year.

The question is does this statement indicate that a driver can not accept the run. my interpretation is that he may refuse
