Legal Question in Employment Law in Virginia

I took a business trip for my employer and submitted my expenses, which I had paid for, for reimbursement into their internal application. I was told that since I had submitted the reimbursement request 435 days after the expenses were incurred, the Employer was not obligated to pay me back and has therefore refused to do so.

Is this legal?

Yes. unfortunately, quite likely, if that was one of the conditions specified in the "internal application".
