On call pay

I am a nurse in a medical hospital, full time status. When the census is low, nurses are asked to stay home ''on call''. Nurses are required to be accessible to come to work throughout their shift but are only compensated $1.50/hr for this obligation. Is this legal?

Yes, very likely, it is, which is why the nurses are asked to stay home "on call". If the nurses were allowed to come to the hospital, they would have to be paid their regular salaries.(If a collective bargaining agreement allows for this type of situation, very likely it's time that the agreement be renegotiatied.)
