career ladder positions
I would like to know if it is legal for an employer to post a career ladder position without any qualifications, yet deny an employee that career step because the employer then stated that there were qualifications? I work for a local government that posted the position on their county website. The position was posted with the title and pay scale but no qualifications or job description was listed with it. I have applied for this position and have been denied. I was sent an email stating the qualifications after I submitted my request. I do not have the qualifications that were sent to me via email. The qualifications for the position still have not been posted as of this time.

It would appear that your denial of the position
and under the circumstances which you've described would likely be an issue
most appropriately handled initially by the internal employee grievance procedure of the local government entity rather than as an action through the court.
