Changing vacation policies without notice to employees
Less than four weeks from the end of a year, a vacation policy that has previously allowed for up to four weeks of vacation to carry over into the next year has been changed to now reflect that NO vacation time will roll over.
Can a company change a policy like this and not provide the employee ample time to use their accrued vacation balance?
Is there any compensation to the employee required if there is inadequate time to use the vacation balance?

Private companies doing business in the Commonwealth of Virginia are not even required to
provide employees with any vacation time whatsoever, much less give them advance notice of a change in company policy in regard to requirements regarding employee use of such time.
Your entitlement to compensation under the scenario which you've described is exactly zero.
