commission chargeback, plus some

my employer charges back paid commission on invoices (A/R) not paid by customers within 90 days. he then charges it back AGAIN, the same A/R if its still not paid in 120 days and 150 days and so on. i am VA employee, my employer is based in PA. there is no employee handbook and no formal policy. he says its costs him money to keep old A/R on the books. can he really just do/take whatever he wants?

No, I would think not as the practice described sounds like a form of theft to me, which is bound to catch up with this employer, eventually, one way or another.
