Legal Question in Employment Law in Virginia

My own company doesn't want me to advance

I work for a large corporation. Another divison of my corporation has posted a job, which I like and am qualified for. According to the manager for this position, they want to interview me, but they must talk to my current divisional manger. Unfortunately, my current manager states he cannot afford to loose me. This job will entail me moving up within my own corporation, but changing divisions. Can they keep me from taking or interviewing for this job and stop my natural progression for advancement?

I'm not sure who exactly "they" is but no one can prevent you from interviewing for or accepting another position, should one be offered, be it within or without the company by which you are currently employed.
