Legal Question in Employment Law in Virginia

If a contractor has a contract with mcv hospital and has 3 work shifts(1st, 2nd, 3rd) can that contractor pay all shifts the same starting pay of 7.25hr? i thought 3rd shift is suppose to be payed more money and since it is a state contract i thought 9.00hr is the least starting pay that they can implement.

What does the contractor's contract with MCV hospital have to say

about these issues? (If nothing, then apparently the contractor

can do what it's been doing in regard to them.)
