Cross dressing when using public restrooms; is that legal?

My friend has an adult child who is a male in genden(Not Trans-sexual), but he dresses in female clothing to go to work in a public company. Is it lawful for a male dresses in female dress and use a female's restroom? What kind of charge or type of charge will that be if someone discovers the child is not a female and using a female's restroom.

This question has already been presented in this forum in various guises under various areas of law(most of which were inappropriate category), and has already been answered at least once.
