Does this mean there is no admission of guilt by either party? Is the appellant able to bring a new suit on the same claim with this type of dismissal?

The phrase "dismissed without prejudice" has nothing to do with signifying guilt; it merely means that the plaintiff/appellant may bring the matter anew within the applicable statute of limitations.
