if an employer fails to provide an employee with an sap or tries to charge them for a list of saps does the employee have recourse

If you're referring to software applications (SAP), the answer is likely that unless the employee is working under a contract which protects him or her from such (sur)charges, the employee has no viable recourse(except to look for a new job).
