Legal Question in Employment Law in Virginia

I am a driver for a LTL trucking company and my start time is 8 a.m. now. The company is toying around with the idea puting the drivers on call or giving a start time and when we arrive to work and our load is not ready at that time, they will not let us punch the clock till it is ready. I don't think this is legal. Same for being on call and not getting paid. If I have to get up and be ready to come to work at their call, shouldn't I get paid for be on call?

Yes, if you're working pursuant to the terms of a valid contract which requires that you be compensated under the facts as described.

Otherwise, no (in my opinion).
