Legal Question in Employment Law in Virginia

I have been employed as a bartender at a large corporate restaurant for over 6 years. My beginning pay rate was $10.00 per hour, and after annual reviews, was increased to $11.25 per hour plus 5% bar sales. About 2 years ago, my employer reduced pay per hour for all bartenders in the corporation to $5.oo per hour plus 1% sales per shift, excluding take-out orders and giftcard sales. My questions are, first of all, is it legal to decrease an employees pay rate; and second, can they legally take away my annual performance increase?
