Legal Question in Employment Law in Virginia

Is an employer allowed to sign your state W-4 form? I started working with a company where my director signed my form. I contacted human resources on this matter and they scanned the form to see if this was my signature. When I told them that it wasn't and my boss told me that she took care of it, they just looked the other way and said that they spoke to their attorney and since she didn't have anything to gain by signing this that everything was okay.....Is there any law against this?
