what can be done when an old employer defaults on their settlement agreement to pay as court ordered, but they don't and both attorney and old employer refuse to answer phone calls?

Take the old employer back to court to enforce the agreement.

Take a certified copy of the decision to the court clerk and get it entered as a money judgment, if not already done. Then take a certified copy of the judgment to a sheriff for collection.

Take the original or a certified copy of the agreement signed by the court to the court clerk and get it entered as a money judgment, if not already done. Then take a certified copy of the judgment to a sheriff for collection.
