Can an employer keep a file seperate from my personal file that I am not allowed to see? ie: a file with notes that the employer has taken on me (verbal warnings, etc...) that is seperate from any HR paperwork.

Don't see any reason why not (assuming there is no provision in
a contract or collective bargaining type of agreement that would possibly be violated by such a practice).
