Former Employer giving bad references

Is it legal for a Employer to

''Blackball'' a former Employee

when contacted by Different

Company checking work references?

Is there any way to check this out to make sure it isn't happening?

If by "blackballing" you mean defaming (whether by slander or libel)the former employee, the answer is no, it is certainly not legal, but proving that the illegal defamation has actually taken place can, obviously, be quite(or even very)difficult.
