Can an employer use two different interview panels for the same posted job? In this instance, there were two members in the first panel during a round of interviews. During another round of interview, a third member was added to the original panel. A hiring decision was made with the third member of the panel. That third member was completely unaware that there was an original round of interviews and did not see that candidate pool.

I know of no reason why the addition of a third member to an interview
panel in the situation described should in and of itself violate federal or state
employment laws or acceptable hiring practices in the absence of a showing that this third person had somehow engaged in illegal discriminatory conduct against an interviewee while serving on this panel.
