Employer Mandated Pay Cut / Employer-Funded College Courses

A small business owner is requiring that one of 4 full-time employees take a pay cut of $8,000 (down to $25,000) but offered to pay for ''as many classes as needed'' to get the employee ''up to par'' (mainly computer skills, such as keyboarding, Word, and Excel). My questions are 1) is the required paycut legal? And 2) since the employer offered to pay for classes for one employee, is she obligated to do so for the other employees as well?
