Legal Question in Employment Law in Virginia

Can a former employer refuse to give references, whether good or bad? My wife was laid off from this company and now she has a potential employer she has interviewed with, but they now tell her that her former employer will not give any information other than employment dates, final salary, etc. Can they at least be able to provide past performance reviews and evaluations? My wife was a good employee for them, so no bad or harmful evaluations should be on file. Please advise.

No, as far as I am aware, there are no laws which would require the previous employer to provide the kind of information that you've described. But why doesn't your wife contact her former employer to see whether they'll voluntarily release it (at least to her if not to the prospective employer)?
