Can an employer restrict paid time off or sick time and withold total amount of paid/sick time off from the employee?

Employers in Virginia have no obligation (absent a contract) to provide employees with personal paid leave whether it be sick, vacation, or other paid leave and, therefore, the answer to your question must be, yes(in my opinion).
