Employment Conflict of Interest

I am a State Agency employee. Supervision denied my request to start a RELATED business in my spare time because it could be perceived as a conflict of interest. My employee work profile (defined responsibilities) does not even mention the business in question. How can a State agency dictate what I do outside of my working hours? Besides crushing ambition, doesn't this restriction infringe on basic freedom?

Example: You inspect restaurants for the State as your primary job, but you aren't allowed to have a Radon Mitigation business on the side because they are both considered part of the Environmental Health Profession.

Other than filing a possible grievance with the state agency, you're probably without any other viable remedy.
