I got paid only commissions on sales. I recently quit and was told that I would not receive commissions on an equipment package that was sold and delivered while I was employed because I was not an employee at the time commissions were paid out. Can my ex-employer refuse to pay me? I live in Virginia.

Of course, the employer can refuse to pay you (and has obviously done so), but that in no way means that they're correct on this particular issue.
As a general rule commissions earned while the earner was still employed with a particular company are payable even after the employee has terminated employment with the company, and, if necessary, you should file your case in small claims court to recover the value of whatever commissions have not been paid to you.
