Can a local school division freeze some employees salaries for 3 years after they have been working in the same position for 5 years because a survey revealed they were paid higher than their experience level when they were hired?

Certainly, if the contract or collective bargaining agreement under which the school employees are currently working, allows for such action on the part of their employer.
