Employment Verbal Agreement Withdrawn
I was verbally offered employment by a company on Tuesday, with a start date on Thursday (I would have started on Wednesday, but had another commitment) and was told to begin late Thursday, but the offer was rescinded earlier today and I was told that my background check showed something negative, but the contact person refuses to tell me what it was. VA is a right to work state, I did not sign any paperwork and it appears that if I had shown up on Tuesday that I would have been hired and that the background check was performed after the fact- is this legal?

Quite legal, in the employment-at-will jurisdiction known as the Commonwealth of Virginia. Even if you had been hired on Tuesday, your employer could've fired you on Thursday.
(The allegedly adverse item in your background may have been something on your credit report which almost all employers now regularly check for all new hires. You may want to take a look at your report to see whether it contains any inaccuracies which may be hindering your new employment opportunities.)
