Legal Question in Employment Law in Virginia

ex-con employment

My question is this: how is that when a person is tried, convicted, served time, and released over 20+ years ago, and has maintained an excellent criminal record since is prejudiced against in finding full-time employment anymore. I am close to one such person, and I'm sure there are others out there. My ''friend'' has been out of work for two years and two months. In the meantime the household has struggled for his lack of income. We have tried different things, non of which have worked for very long. I should say, before this current unemployment period, he had been working steadily up until the period started. What avenues do we have left, and why does this have to be?

Ma'am, you are asking a question more involving matters/issues of culture and social policy (as well as the state of the economy)rather than anything having much to do with the law (in my opinion), and therefore you may be better advised to pursue your line of inquiry in another forum more suited to the discussion of these particular issues.
