Forced donation

I am being charged a departmental fee every semester through a ''memo'' for which I receive a ''Thank you for your donation'' letter. This mandatory ''fee'' apparently goes to a ''foundation'' account. I am told that if I do not pay this ''fee'', I will be asked to ''leave the program''. Does this smack of extortion? Do I have the right to refuse to pay a ''donation'' without being afraid that I will be expelled? Being expelled from this program can result in dire consequences to my professional career. Please help!

You give no indication that you are actually an employee of the institution, but rather a student

(presumably) enrolled in some academic program that requires a "donative fee" in order to maintain your matriculation.

Whether what's going on here is legal, I have

no idea. However, state and/or federal employment

laws would not appear to be involved.
