Holding first paycheck as deposit

I started a small part time job and read in the employee handbook that the first two weeks pay is held as a deposit and is paid two weeks after termination. Can an employer do this? If I understand it correctly, I will work 4 full weeks before I am paid for one based on the bi-weekly pay period.
