Not honored Promissary Letter
I was offered a position with a promissary letter. I submitted my resignation to my current employer. The new company notified me that they would not higher me and is not honoring the promissary letter.

Unless the document which you describe as a "promissory letter" was in fact an enforceable contract(unlikely), I'd say you're without a remedy.
