Can an HR manager lie to an employee during the hiring process?

The company I work for has a policy about not disclosing employee pay rates, and employees are not suppose to discuss them either. Three of my co-workers and myself were hired at roughly the same time and are all paid at different rates. When I was hired my pay was based on prior experience and pay history. One of my co-workers told me that when he was hired the HR manager offered him a pay rate, and said everyone starts at that pay rate. My question is; If this situation is true can an HR manager lie with respect to starting pay rates when hiring people? The ''everyone starts at that pay rate'' part concerns me. Thank you.

There are no laws that I'm aware of that would

sanction a Human Resources person for shading

the truth or even lying outright to job applicants

seeking employment with his or her company.

Whether the company itself has a policy prohibiting such practices is, of course,

another matter.
