My husband's employer wants him to sign an agreement that says that they can deduct money if he does not get > 80% of his customers email addresses- is this legal? Isn't this a privacy issue? I understand that ethics and law differ...

Privacy issue, how so? If your husband agrees to it, I don't see
any issue of legality. (Presumably, these customers are in no way
compelled to give out their email addresses if they don't wish to.)
