independent contractor payment

I am an independent contractor as a newspaper carrier, the Distributor I was working for was replace by the company, the new Distributor gave us a MEMO about our pay saying that 1-3 mistakes is paid at .12 4-6 .09 over 6 .08.I want to know if this is something they can do?? they did give us a manual, but this information is not in the manul.

Unless there's a contract between you and the distributor that governs this particular issue, I know of nothing that would prevent such a compensation arrangement as described.
