When laid off, do VA employers have to pay out an employees unused paid time off if it is "granted" in a lump sum at the beginning of the year and not accrued throughout the year on each paycheck?

No, not in either situation unless required under the employee 's contract
(in the unlikely event that the employee even has a contract).
