My husband is an independent sales representative for a NC based company. We live in VA. Where do we find the laws of the independent sales representative act and laws related to requirements of companies regarding commissions and witholding tax?

Whatever laws there are in the Commonwealth related to the subjects you've referenced most likely can be found under Title 40.1(Labor and Employment)and, perhaps, Title 58.1(Taxation)of the Code of Virginia.
