legal to charge 16-year-old for drug test

My 16-year-old daughter works for a Christian school. She was charged for her pre-employment drug test. Is this legal? She was also given a cash pay card instead of a check. She makes very little money and a lot of it goes towards fees, etc. Is it legal that a minor can hold this card?

I see nothing illegal in the charge for the drug test.

If the card can be cashed for the compensation due your daughter in the same manner as a check would be, again I see nothing improper with this arrangement.
