Is it legal for an owner to have an employee pay a percentage of his pay to pay an apprentice before taxes? if so can he claim this on taxes?

Further relevant facts regarding these anomalous (to put it charitably)compensation arrangements would appear necessary before the opinion requested might be rendered. (I refer specifically for clarification as to how exactly or in what manner is the duly-earned pay taken from this employee and deposited into the possession of this apprentice and what incomes are being officially reported for whom for purposes of
SS income withholding as well as state and federal tax withholding?)
Furhermore, is this so-called apprentice in fact a bonified employee of this crafty and, perhaps, duplicitous/tax cheating owner or not?
