Legal Question in Employment Law in Virginia

I live in VA and on 10/04 my store manager told me that he had planed on giving me a 90 day lay-off notice but and decide to what until the end of November to see have business was going but if it wasn't then, it would be happening in the future. When he first started to tell me he said it was because of the economy. But later during the conversation he said that my health insurance was to high and that he would not even consider putting me part-time 25hrs a week because he would have to still provide me with health insurance. He mentioned several times about my health insurance being to high and that he didn't what to pay that high of insurance
