Meal/Break Periods for persons under the age of 18

Is it legal for persons under the age of 18 to not recieve meal/rest breaks in a 9-10 hour shift, when all other employees have a break.

Minors age 14 or 15(with work permits)

must be given a 30 minute rest period or meal break after working five hours continuously. There is, apparently, no such requirement for minors between ages 16 and 18. See regulations of Virginia Department of Labor and Industry(VDLI), Labor and Employment Division, available online.
