merit increase
in virginia is it legal to give all employees a merit increase except one for the reason of they recently got a raise for job performance evaluation

Of course, unless the deprived (of merit increase) employee is working under a contract or protective bargaining type of agreement which would disallow this type of salary based discriminatory practice.
