Non-sexual harrasment

Is it legal for an employer to corner someone and demand answers to questions like ''Why did you see a doctor?'' ''What procedure did he preform?'' ''What medically is wrong with you?''. This employer had previously stated that the employee ''could be fired at any time'', thereby creating an intimidating

workplace. The employer has also engaged in verbal abuse and bullying tactics against employees.

All probably OK in the employment at will jurisdiction known as the Commonwealth of Virginia.
