Paid Time Off

Is it legal for a company to change the way a person can use their PTO. (i.e. going from being able to use your pto in small portions (2hrs, 4hrs, etc) to having to use them in 8hrs only increments

Yes, since unless you're working under an employment contract which guarantees such benefits, there's nothing under Virginia law which requires the employer to provide them to employees, and the employer therefore would be free to stop paying them at any time or to alter the manner in which they are used by employees as the employer sees fit.
